142 mph in a 65 mph posted area at 8:00 AM on a Saturday is not necessarily reckless

"Behavior that is so careless that it is considered an extreme departure from the care a reasonable person would exercise in similar circumstances."
Most reasons police consider speed "reckless" is because they (the police and EMTs etc.) tend to get a bit squeamish as they scrape bodies off the pavement and out of trees. Oh, wait a minute. That would also be from people going the posted speed and otherwise may not be paying proper attention to their environment.
Speed is NOT the problem!
The problem is government greedy for excess funds.
