No shortage of qualified teachers
Qualified teachers are any person who can get the students to recognize how their subject matter applies to real-life situations that are important to that individual student. For this, there is no shortage.
What government-run indoctrination establishments want are drones to simply misinform students and to rip apart all signs of self-esteem that the student might possess.
Any "teacher" who cannot calmly teach a class of 100 or more students of all ages (say, K-12) should not be in the teaching profession.
When properly performed, the teacher simply makes use of other students to tutor other students. If the way that the teacher presents the subject-matter does not resonate with a student, the presentation by another student is likely to ring a few more bells.
One of the skills to teaching nearly any topic is to find a way to get the student to recognize how they can use that information today, as opposed to how it might be useful in some future life.
This all demands that teacher possess some power to discipline unruly students, in order to re-establish order in the class.
A teacher, able to teach a student HOW TO LEARN has taught that student how to learn any subject-matter from that point onward and how to become expert in any chosen field of endeavor.
The teaching profession, as with nearly every government-occupation, the workers are there simply for the cushy paycheck and over-inflated government benefits packages; one of which is knowing that it has become nearly impossible to fire unqualified people.
