Vote Count Methods
Do you KNOW how our votes are supposed to be counted in these united States of America? Can you prove it?
Would you describe it as:
• First past the post?
• Or perhaps: A simple plurality?
Have you ever heard of the vote-count method called: Consent of the Governed?
Though all three concepts could describe the same election; any given election's vote-count practice may not be defined by all three methods.
The next question may seem unnecessary, but it must be asked as well as correctly answered and proved.
Does every registered voter, vote in every election cycle?
The foundation for the correct response comes from some 1756 definitions:
Plurality.

1. The state of being or having a greater number.
2. A number more than one.
4. The greater number; the majority.
POLL.

2. A catalogue or list of persons; a register of heads.
To POLL.

2nd 4. To take a list or register of persons.
2nd 5. To enter one's name in a list or register.
2nd 6. To insert into a number as a voter.
CONSENT.
1. The act of yielding or consenting.
2. Concord; agreement; accord.
4. Tendency to one point.
To CONSENT.
1. To be of the same mind; to agree.
2. To co-operate to the same end.
To ABSTAIN.
To forbear, to deny one's self any gratification.
To YIELD. v.a.
4. To give as claimed of right.
5. To allow; to permit.
6. To omit; to expire.
7. To resign; to give up.
8. To surrender.
To YIELD. v.n.
4. To concede; to admit; to allow; not to deny.
The definitions above prove the following teaching to be false...
that the person, when registered as a voter, who does not submit a ballot has not voted;
that the person is lazy, apathetic, or unpatriotic by not submitting a ballot for the lesser of evils.
However: Not submitting a ballot is not the same as not voting, but it is the same as not-consenting —which is an enforceable vote.
In order for a person to abstain (to deny one's self any voting gratification); they must remove themselves from the register of voters. Until this happens, in accord with the Charter's term, consent of the governed, that person has simply not consented to any thing or any one on the ballot, especially if they have not submitted a ballot to the polling station. Non-consent is a valid and enforceable vote.
The consent of the governed demands that at least one more person than 50% of the total who registers as a voter to physically consent to the some item or candidate, or it must fail for lack of consent.
Each Vote-Count Method Explained In Reverse Order
PLURALITY
With a simple plurality; that of just one more vote than the closest competition; this is the easiest method by which to allow corruption to enter government. It certainly does not encourage the voters be informed at all, let alone well–informed.
The Plurality definitions above, also work with the two other, more restrictive, vote–count methods, where each, next-listed system requires accounting for larger portions of the total body of registered voters.
FIRST PAST THE POST
First Past The Post is a big step toward eliminating government corruption; simply by making it more difficult to get into office.
As with plurality, this also does not encourage the voters be well–informed; simply because it requires no minimum quorum. This "post" also is not set prior to the race. Not knowing the defined finish line before the race starts —must question the legitimacy of the race.
The Post definitions also work with the two other, vote–count methods, but the setting of the post differs with each method.
CONSENT OF THE GOVERNED
At present, the votes of those registered as voters, who do not go to the polls (specifically, not submitting any form of ballot), are counted as though they never registered. Public opinion has programmed us to assume that the registered voter who does not submit a ballot is being lazy, apathetic, or unpatriotic.
We see that with the 1756 definitions above, the registered voter cannot Abstain, Forebear, Cease, or Neglect to vote; until they remove their name from the registry of voters.
A person exercises their right to not vote, by simply not registering as a voter or in removing their name from the register of voters.
With regards to voting, once a person Registers, they register as a voter. They do not register to vote.
The voter registry does not serve the same purpose as the voter check-in or check-out lists. The check-in and check-out lists makes certain no registered voter gets or returns more than one ballot. Ballots are necessary for a registered voter To Consent To some thing or some one on the ballot. Thus, the importance concerning the exact wording of The Declaration's phrase, consent of the governed.
Once a person registers as a voter, they only have two options for every balloted item (candidate or otherwise); Consent —or Non–Consent.
Whether intended or not, by the voter; not submitting a ballot is Not the same as not voting. It is the same as Not Consenting. Non Consent is a valid vote, in accord with the contract's terms and the definitions detailed earlier.

Clean Honest Government truly resides in an honest vote–count in accord with the terms of The unanimous Declaration. — Even today it remains a binding contract among us, if ever we decide to enforce its terms that we have agreed to, simply by declaring that we are united States Americans, and celebrating and renewing it every 4th of July; as well as taking part in the election process.
The unanimous Declaration and 1756 dictionaries are The Governed People's Proof of Ownership: The Owner's Manual on How to Get & Keep — Clean Honest Government. We must set right nearly two–hundred and fifty years of incorrect information.
Context for Consent of the Governed
From the top of the second paragraph of The unanimous Declaration, it states:
"We hold these Truths to be self-evident, that all Men are created equal, that they are endowed by their Creator with certain unalienable Rights, that among these are Life, Liberty, and the Pursuit of Happiness — That to secure these Rights, Governments are instituted among Men, deriving their just Powers from the Consent of the Governed, that whenever any form of Government becomes destructive of these Ends, it is the Right of the People to alter or to abolish it, and to institute new Government, laying its Foundation on such Principles, and organizing its Powers in such form, as to them shall seem most likely to effect their Safety and Happiness."
First of all, we must recognize one fact about the times around 1776. With the political abuses from The Crown. The idea with the new government would be to make it as difficult and as painful for government officers to repeat those political abuses.
The primary purpose for The unanimous Declaration is the security of the governed peoples' rights. The best way to do this is to reduce the ease by which corruption enters government; while also increasing the ease by which to remove and undo the corruption that does enter.
With this idea in mind, consider the definitions for Consent and To Consent (above) when reading the actual words written in the still-enforceable contract of The unanimous Declaration: "Governments[...] derive their just powers from the consent of the governed."
By definition; Consent of the governed requires that the majority of the total known body of registered voters actively grant their consent — or whatever or whomever is on the ballot must fail for lack of consent.
It is the duty of the registered voter who wants a balloted item or candidate to pass to convince the majority of the total body of registered voters that it is important enough for those registered voters to get a consenting vote to the polling station on time.
When 60% or more of all people registered as voters do not check in at the polls to consent to any item or any candidate —we see a tendency to one point. The majority, being of the same mind, for whatever their individual reason, did not consent to anything or anyone on the ballot.
They cannot all be that lazy. They cannot all be that apathetic. They cannot all be that unpatriotic.
However, when we see those who do get sworn into office and that which is enforced against us; we do see a trend within government, which is against the charters and against the peoples' vote, where most of it should not be sworn in or enforced.
Thus, the majority of the Total Number of registered voters do have a pretty good handle on getting and keeping Clean Honest Government. WE must enforce the sovereignty and power of their unified non-consenting vote-count.
When so few people can be convinced that a balloted item or person is worthy enough to warrant using their time and energy going to the polls to consent —the balloted items all must fail for lack of consent.
The consent of the governed clause created a Default-Vote; None of the Above voter position, making it impossible for a person registered as a voter —to not vote.
