"Consent of the governed"; from "That to secure these rights, governments are instituted among men deriving their just powers from the consent of the governed" tells us how our votes must be counted and what kinds of powers we may grant to our governments.
The unanimous Declaration of the united States of America applies to all government levels within and for these united States of America. As such, any law, program, agency, department, government officer, etc. must pass in accord with the above detailed 3-step process. If not, it violates our nation's authority, The unanimous Declaration and must be removed from office or repealed.
