Proof: All Registered Voters Do Vote
Two contracts regulate the separate elements of political powers. The unanimous Declaration of the united States of America specifically details the sovereign authority over all our governmental jurisdictions, which include, the local city and town, the county, state, and nation. It even deals with larger political jurisdictions that include the United Nations. This contract binds all citizens — especially the body of registered voters respecting what kinds of powers we can grant to our governments and how to properly account for every registered voter's vote.
The other contract is The Constitution for the United States of America. It is the contract between the governed people and the government officers we elected to do for us only what that constitution authorizes for them to do for us.
When it comes to the people's direct vote, we turn to The unanimous Declaration of the united States of America, which details our Sovereign Authority over our governments in all the political jurisdiction levels.
Proper accounting for our votes comes from the top part of The unanimous Declaration's, Paragraph 2, which states: That to secure these rights, Governments are instituted among Men, deriving their just powers from the consent of the governed
.
The all-important word is consent. Taking the top two definitions from a 1756 common-use dictionary by Samuel L. Johnson; Consent or To Consent are defined as:
CONSE'NT.
1. The act of yielding or consenting.
2. Concord; agreement; accord.

Based on the contract of The unanimous Declaration, consent of the governed deals with a known body of voters. In the present-day, we call them Registered Voters.
If a city has a total body, of 100 registered voters. In order for them to be of the same mind, co-operating to the same end, agreeing, and actively consenting; at the absolute least, 51 or more of those 100 must actively consent to whatever or whomever is on the ballot — or it fails for lack of consent.
A registered voter who does not get any type of ballot to the polling station to consent cannot have officially consented. Therefore, every registered voter who does not physically consent — has not-consented.
To miscount the votes in any other way is to make the entire voting system and requirement of registering to vote completely unnecessary.
Remember: The active consent is what is required. If the majority of the total body of registered voters does not consent — the item or candidate listed on the ballot must fail.
Our politicians and special-interest voters want us to believe that these large numbers of registered voters who do not go to the pools are somehow; lazy, apathetic, and even non-patriotic.
When we look at the voting record of the usually 60% to 80% of registered voters who have, in not going to the polls, not consented to the vast majority of now-corrupted politicians in office.
Perhaps we all should listen to their non-consent.
There are several potential solutions. The most effective solution is to add a clarifying amendment to the US Constitution (if we choose to not replace the present constitution for a better one right now).
This clarifying amendment simply states that whatever the known number of registered voters in the political jurisdiction issuing the ballot — that exact known number of votes must be properly accounted for as either Consenting or Not-Consenting. The Amendment must also clarify that a registered voter need not go to the polls to not-consent, thus saving everyone time at the polling station.
Additionally, registered voters must be made aware that in not going to the polls — not-consenting – their vote will be counted as a negative against everyone and everything on the ballot.
