The Corporate Founding Charter, whether for government or other corporations, does the same thing. It identifies the Sovereign Authority, specifies the vote-count method, as well as who is supposed to fund it.
The unanimous Declaration of the united States of America is that Founding Charter. It identifies and regulates who has authority over the government. It's not been, amended, repealed, or replaced.
Corporate By-Laws, another word for government constitutions, do not replace The Founding Charter.
The Declaration's second paragraph identifies the owners & controllers; with its financiers identified in the list of grievances and the end of the last paragraph.
The second paragraph identifies the Sovereign; and the purpose for their government:
[...] That to secure these rights, Governments are instituted among Men, deriving their just powers from the consent of the governed
The last part of the last paragraph states:
[...] And for support of this Declaration, with a firm reliance on the protection of divine Providence, we mutually pledge to each other, our lives, our fortunes, and our sacred Honor.
Among the characteristic marks of tyranny, it tells us how tyrants fund government:
[...] For imposing taxes on us without our consent.
Tax dollars fund government.
Legitimate governments are funded directly from the consent of the governed. The very people who must repay the debt must authorize that debt.
No matter where the government officers get the money; bank, foreign country, etc.; taxes repay those debts.
Part of the second paragraph states the vote-count method:
[...] Governments are instituted among Men, deriving their just powers from the consent of the governed
The citizens, especially the citizen-taxpayer; regardless of age; possess every right to participate in voting. In this way they help select who in government is going to spend their tax dollars, and on what.

The governed, by design, are intended to work together, as a unified body, controlling the government's powers, equally protecting each other's rights.
