Using Nature's Forces as Natural Resources
Using military and prison labor makes short work recovering from disasters.
Military and militia equipment, not actively in constitutionally declared defensive-wars, can be used to put out larger fires, help restore quake-damaged areas, investigate and repair sink-hole areas, maintain transportation systems, as well as work in hurricane, tornado, and other natural disaster areas.
This is also a good use for students, to help benefit society to reduce costs of public work. This provides works skills training for future employment opportunity.
It is not the government's duty to contract with private industry to do public works. It is the government's duty to get the best-quality work done and to get that work done ethically with minimal cost to the taxpayers. We used to accomplish this with an Army Corps of Engineers for many, especially large projects; —as they used to be the best.
The expense of profits paid to the commercial sector remain with the government treasury to reduce taxes and pay towards other approved projects and programs.
