With Amendment 4, and its use of the word, 'effects'; we see the definition 'effect' as 7. [In the plural] Goods; moveables. When we learn what are 'goods', it is pretty much any thing a person can move and take with them.
By definitions in play during 1785; as used in Amendment 4, cell phones, computers, cars, fully automatic machine guns, and drugs are covered. The Constitution, Amendment 9 covers the right to use drugs and prostitution (among others), when it refers to the rights retained by the people.
EFFECT [n. s.]
7. [In the plural] Goods; moveables.
GOODS [n. s.]
1. Moveables in a house.
2. Personal or moveable[sic] estate.
3. Wares; freight; merchandise.
MOVEABLES [n. s.]
Goods; furniture; distinguished from real or immoveable[sic] possessions, as lands or houses.
POSSESSION [n. s.]
1. The state of owning or having in one's own hands or power; property.
2. The thing possessed.
According to, 'arms', definition "1. Weapons of offence, or armour of defence."; we ask; Is a fully automatic machine gun, a rocket launcher, or nuke; offensive or defensive?
They are both. The difference depends on who shoots first.
ARMS [n. s.]
1. Weapons of offence, or armour of defence.
2. A state of hostility.
3. War in general.
4. Action; the act of taking arms.
5. The ensigns armorial of a family.
As for the Internet; we see that with the definitions for, 'post', 1. A hasty messenger; and for 'road', 1. Large way; path: The Internet is a hasty messenger, as well as a large way over which billions of hasty messages travel daily.
POST [n. s.]
1. A hasty messenger; a courier who comes and goes at stated times; commonly a letter carrier.
2. Quick course or manner of traveling.
3. Situation; seat.
5. Place; employment; office.
6. A piece of timber set erect.
ROAD [n. s.]
1. Large way; path.
2. [Rade, French] Ground where ships may anchor.
3. Inroad; incursion.
5. The act, or state of traveling.
None of the above examples had to be manipulated to fit the 1785 definitions to apply to the described modern applications. The modern applications, naturally fit the 1785 definitions.
The one concept we must keep in mind, is that the founding generation was experiencing technology changes, as well as learning about technology changes that happened centuries before them.
The governed people, are intended to work together to properly control their government's powers to equally protect each other's rights.
