It is not supposed to matter whether or not a president likes or supports any Congressional act; if it violates The Constitution of the United States of America, the President is honor-bound to Veto that act.
An additional check against the unconstitutional legislative acts, is to arrests those who vote to pass unconstitutional legislation. The trouble with this, especially in a Veto Override of two-thirds of both houses; how can such checks work, if the treason must be tried by the very body of legislators voting for the unconstitutional act?
This simple constitutional work-around, has the President arresting those voting for unconstitutional laws. Then brings them to trial in their home state for rebellion, insurrection, and treason against that state.
If that seems too harsh; the President should instruct the respective citizens regarding recall elections to replace those who violate The Constitution.
