What does The unanimous Declaration of the united States of America say about this political power?
One of the characteristics of tyranny and despotism is written as: "For suspending our own Legislatures, and declaring themselves invested with power to legislate for us in all cases whatsoever."
NOW: Let's look at what power The Constitution of the United States of America actually grants to Congress.
From The Constitution, Section 8, 2nd from the last clause states: "To exercise exclusive Legislation in all Cases whatsoever, over such District (not exceeding ten Miles square) as may, by Cession of particular States, and the Acceptance of Congress, become the Seat of the Government of the United States, and to exercise like Authority over all Places purchased by the Consent of the Legislature of the State in which the Same shall be, for the Erection of Forts, Magazines, Arsenals, dock-Yards, and other needful Buildings"[...]

When The Constitution authorizes Congress the power to legislate over the seat of government in all cases whatsoever, which just happens to be located within various places inside an area not to exceed 10 miles square; this does not mean that the entire ten miles square is the seat of government.
This, in its simplest terms, tells Congress that it may legislate in all cases whatsoever, only where there are constitutionally authorized government Forts, Magazines, Arsenals, dock-Yards, and other needful Buildings offices, agencies, departments, etc. as these are the seat of government.
This would then expressly exclude all residential and commercial property within that ten miles square area; as these entities are not part of "the seat of government".
Note the differences in definitions between that of Cession and Secession, as seen below.

To withdraw from fellowship in any affair.

2. The act of withdrawing from councils or actions.
There seems to be no record of the roughly 14,000 people living in the area that became DC having ever seceded from their respective states. Nor did the land itself, which became the seat of government, secede from the states; Maryland and Virginia; within which it is situated. The states, Maryland and Virginia, ceded (gave up) the use of the land that became the area where the actual seat of government would occupy.
With this, the residents and business within that ten miles square, should be voting for their respective governors, state legislators, judges, and city councils; as The District of Columbia is a two-state city, much like Kansas City Kansas and Kansas City Missouri. In this way the residents would not have to forfeit their right to voting representation in Congress.
If this were not true; and if Congress were not the tyrants and despots detailed in The unanimous Declaration, the resident citizens of DC must be allowed to vote on the congressional representatives that come from EVERY state in the union. This would be so, because the body of Congress, at present, must approve or reject all legislation from the "DC City Council"; which actually is not a city council at all, but merely a legislative committee of Congress over the residents and businesses of DC.
These types of things happen when the people remain clueless about the actual formation of government and who is supposed to control it and how they are supposed to go about controlling it.
The governed, by design, are intended to work together, as a unified body, controlling the government's powers, equally protecting each other's rights.
