The Constitution of the United States of America, Article 6, Paragraph 1; provides an excellent example on how to Reduce the Nation's Debt to record level lows.
Article 6, Paragraph 1:
"All Debts contracted and Engagements entered into, before the Adoption of this Constitution, shall be as valid against the United States under this Constitution, as under the Confederation."
Article 6 provides for the governed people the means by which to eliminate all of their unjust debt that their government officials passed on to them. They can pass all that unjust debt back onto those who voted for; signed, authorizing it; and or did not repeal it when they had the opportunity while in office.
All that means is that the governed people are not obligated to pay any debts that the present Constitution did or does NOT specifically authorize the government officers to engage.
This means closing every government office, agency, department, bureau, etc. that The Constitution has not authorized. This also means cutting the pay for all those that are authorized who failed to work within the constitutional confines of their authority and their oath to The Constitution.
Such surgeries tend to hurt for a little while during the adjustment period of becoming accustomed to newly discovered freedoms that were once stripped away under the political bondage of, "our own best interest", dictated by the government, without our common consent.
The governed, by design, are intended to work together, as a unified body, controlling the government's powers, equally protecting each other's rights.
