The actual correct answer is just one requirement. The Second, simply strengthens the eligibility. The word, 'consent', in The Declaration, shows us the two requirements. The word consent appears three times in The Declaration, twice in reference to the body of the people.
First: "We hold these truths to be self-evident, that all men are created equal, that they are endowed by their Creator with certain unalienable Rights, that among these are Life, Liberty and the pursuit of Happiness. —That to secure these rights, Governments are instituted among Men, deriving their just powers from the consent of the governed....".
Second: "For imposing Taxes on us without our Consent:".
Third: "He has kept among us, in times of peace, Standing Armies without the Consent of our legislatures.".
The words, 'our consent'; as with those of, 'consent of the governed'; refer to the body of governed citizens; as opposed to those of a body of legislators, as in, 'our legislators'.
A great foresight on the part of the founding generation, which makes it necessary to attain the consent from the majority of the total number of people registered as voters; or fail for lack thereof.
The governed people, are intended to work together to properly control their government's powers to equally protect each other's rights.
